sm_admin issue on ZP:S

In Zombie Panic: Source it tells me: This command can only be used In-Game, Help?
It only works 1/5 times making a server.

More info: Sv_lan 0. Maxplayers 24. Sv_pure 0. Works fine when I say /admin in chat, except I can't close the menu again :/

Try saying "/admin" in chat instead.

Sometimes local servers don't like the sm_ command, but the chat command works fine.

Thats my problem

It's not something that matters 100%, but it would be nice to fix it.
Also!
When I open the Admin Menu, it won't close, even when I tap my Zero-Button.
I have to either start a vote or wait some time before it disapears.

should sv_lan be 1 instead of zero if it's a local server?
