[TF2] Sapper Fix

Recently (or not), Valve, in their infinite wisdom, decided to give spies points for placing sappers, while also allowing them to destroy buildings. Thus, players could bind a key to "destroy 3 0". Place, destroy, place, destroy, place, destroy. Spies can very quickly, very easily top the scoreboard with suspiciously high point counts.

This plugin prevents spies from destroying their sappers, so it still gives them the point for sapping, but they can't get many many points by sapping/destroying rapidly.

This plugin is no longer needed, as the issue was fixed by Valve in a recent update.
