Can someone make a plug in where you play as the special infected only and you have to kill the survivors playing as bots

... will do roughly what you want. The only problem is that you require an admin on to switch players to the Infected team.
If you do choose to use this method, then just set the following convars in the first plugin as such:

l4d_infectedbots_free_spawn "1"
l4d_infectedbots_infected_team_joinable "1"
l4d_infectedbots_jointeams_announce "0"

That makes it so that players can be on the infected team and spawn in ghost mode while not knowing the command (due to it not displaying) to rejoin survivor (That command being !js).
The other plugin is simply so that admins can switch other players to the infected team.
As I said before, however, this does require an admin on the server. Or you could just install the first mod and leave it set up with the defaults, which will allow players in CO-OP to switch teams at will (Using !ji to join infected and the afore mentioned !js to join survivors).

You dont need a plugin,there are cvars for that.
sm_cvar sb_all_bot_game 1
sm_cvar allow_all_bot_survivor_team 1
sm_cvar sv_hibernate_when_empty 1
With that cvars you can play against bots even if you are alone on your server.
