just delete all these plugins vote manager
and add in sourcemod.cfg (in l4d2/cfg/sourcemod folder)

And yours problem fixed. Try vote something, button will work, but voting will not be started

this command disables voting for all, there no command "allow only for admin/owner"

Someone started a kick vote....and the message at the chat says I'am the one who started the vote??? Seems like any admins with z flag level triggered the vote even through it's not them but clients on the server.
