Holy crap!!! You're wrong. Most of my cs-mates hadn't lag after 1st update and have not lag after second one.

And I will say it again - Holy crap!!! Those bunch of idiots called valve devs didn't bring us an cvar option to remove this baloon message after round ends

I didn't notice any performance increase from that update at all, it must have been Windows only.

I don't know would this cause update or server host company

These are notable changes from last update:

sv_nowinpanel 1 - Disables win baloon pop-up at server-side
cl_nowinpanel 1 - Disables win baloon pop-up at client-side

Flashlight crash is gone (HPE/Valve claim that). In next update we can expect night-vision crash
