Could anyone of you create a plugin, that automatically records a demo when a TF2 match starts? I mean, tv_autorecord starts recording when the map changes, or at least doesn't stop recording after a match ends.

That is what i was thinking:
Check if tf_tournament is 1,
check if round starts,
if round start, enter command: "tv_record %date%_%team1%_vs_%team2%"
check if match ends,
enter command: tv_stoprecord

Is that possible?

you want to hook this event and wait till both teams are ready. then create a 4.0-timer, then execute your command. this is trivial.
