Yes only 32 Clients will be able to join your Server including administrators.

Guys , Ive got some problem eith my 32 slot D2 server , players can play only 11vs11 , others are in spectate , I dony know why.... I create spawns etc.... , maybe I need to change some rcon or cvar command but I dont know what

Open ptb.cfg ... and search for this line...
amx_ptb maxsize 17 // maximum team size per team
