You don't remember totally wrong cuz I also recall that there was a mention about it, probly by Kigen himself in this very thread.

Kigen, I found out that KAC doesn't automatically enables "kac_rcon_crashprevent". Why is that so?

Just ban the players's ID or IP.

As Myzombie said, IP ban them. You can get their IP's from the server logs, from HLSW or you can use KAC to get them. Download the source, and uncomment lines 615 and 616. (I think it's 615, I have added some things to my KAC, so I could be a little off).
