Well, this is weird. This thing happened in my MiniGames server, mostly with course maps, when you only have 1 type of spawn (Only Terrorist or Counter-Terrorist). It seems that it only lets 2 players to play the map, the others can't even go to Spectator! Idk which bug is related, but only happened with this update!
