I was struggling with this yesterday...
I tried sourcemod 1.9 and 1.0 with SteamWorks, system2, Rest in Pawn, all of these fail to make a request since the update.
The only workaround I found is connecting one player to the server (and that ends hibernation).
And then everything works as usual. But of course this isn't a real solution
