Presumably because you changed
gal_srv_start and then restarted your server.

It usually does, unless there was an early map vote, which could happen if
gal_srv_start is not "0".

You probably changed
gal_srv_start and then restarted your server. Whatever you changed it to is making the server have an early map vote, which happens, 2 minutes after the map starts.
So, let me guess... You changed
gal_srv_start from it's default value of "0"?
Edit: I am so very awesomely glad I quoted your post before you deleted it. It didn't "fix itself", as you indicated in your post deletion message, it did what you told it to do.
