I've followed the instructions 1-6. Edited the rules.html and uploaded it to the webserver, then gone back into the game server and edited the server.cfg

I'm not sure if this has anything to do with SM but hey I figured I'd resort to you AM, my csgo server will change map, when the rounds are over it will say "cvar nextmap set "map" etc and the server...
