Surf bunnyhop/boost problem

i have a little problem with my Surf server.
On this map surf_greatriver_xdre4m_mp that my server uses, is a problem with boosting in the skybox and in the middle of the spawns....

I use this Plugin on my 35hp Server.
If a user picks the Healthpacket it adds HP and 3 or 4 Seconds later it is setting the HP back to 35hp.
Can you help me with that?
