Big thank you to the MISFITS server, helped me to figure it out!!
The .vmt file needs to have the decal scaled down~!
Additionally I saved the file as a DXT1 format and not the default DXT5!

Couple of observations, for CSS:
Version 1.3 fixes the "Buy Weapons" and restores the Missions when you disable the MOD, but still the rounds do not end. Peace-Maker is there anyways you could cut...

I uploaded an updated smconquest_classes.cfg file to add speed to the players.
Those with bigger weapons are slower, those with pistols are faster etc.
