bind <key> "+conc"
It then functions the same as tfc/FF conc nades where you can have up to 3 nades out and also prime them while your holding...

Well are you just trying to put a limit on how many can play certain classes? (like only 1 medic, 2 scouts, 2 soldiers, 1 demo, 2 engies, 2 spys, 1 sniper, 2 heavies....) If so, yes that will do that...
