Some plugins have a cvar that allows twhat you are asking about. Like, AFK kicker only becomes active once 'X' players are on the server.

Yep Mulder, ours gives a vgui2.dll error as well.

As for GScramble, we did NOT disable this plugin and our server have been full @ 31 players for over 30 hours and not crashed yet.

Yes, now its been 6+ hours, both our servers still full @ 31 players and neither have had as much as a lag spike.
I wish it wasnt so but as it stands right now, thats the only thing we have disabled...
