Pausing plugins is a standard feature of AMX Mod X.
"amxx pause <plugin>" in console

Info on the cvars is, as usual, in the sma.

Edit: I took the opportunity to post 0.5 which is the same as 0.4 but has the knockback feature removed. If you want that feature, install Explosion X http://forums.alliedmods.net/showthread.php?p=69354
I leave 0.4 in there for awhile until I release a version of this plugin with any new features, should I ever think of any.

I had this on my server, then it accidentally re-installed. I put everything back on, now this plugin wont work. Anyone help?

I can't get the chickens to work. Do I need to get a chicken mdl? I compiled it and explosionx (for the slap) and the slap works but I don't see any chickens. Would they only be seen by other person (testing alone on map) I saw that you wouldn't see them in hand but I don't see chix after they are thrown either.

Can you please add a shock wave to the detonation or is there a plugin which lets HEs explode with a shock wave?
