is there any good programs that can edit stuff for websites like somthing easier then notepad?

like where i can mount stuff where i want it to be

Notepad is the best.

But otherwise only good one i know of is Dreamweaver

Dream weaver is good i use it but its like so nooby i only like it so i can lay out stuff how i want it.

I'm using the trial.

Here are some pics from design to coding (Default in dreamweaver)

These pics are the same but one shows the code and the other shows the design.

I dont know why people dont just use notepad...it's not that hard and your sites are like 5x better.
