Is it possible to do that kind of plugin:

I have a HNS training server, and at night often in my server playing only one player. And he want's to change map, but I'm sleeping and so are other admins.

I think that I can change the default flag z to f but I need a plugin that blocks the flag if in the server is more than one person?

Hope you'll understand what I've said, because my english is not perfect...
