I've written a plugin that automatically adds a tag to the front of a player's name and to the back of the player's name.
Search for it (search in the Plugins section, not strictly in one subforum like Approved Plugins).

This code of Flysiks i ve but it doesnot add tag after name like SHIVA^^ ....so the symobol ^^ is not added

After searching myself, I was wrong.
I did write several clan tag plugins, but not one for the front and back of the name.
