Exolent, does this plugin use the old amx ban system at all? because i noticed by using amx_help all the ban commands are added twice due to me still having the other ban system still active.

No it does not. These commands override the default commands.

No. To add a ban to the ban list for a player that isn't playing, you use amx_addban.
amx_last shows the last 10 people who disconnected from the server.
