erm its not in the dedicated server its in here:

C:\Program Files\Steam\SteamApps\username\counter-strike\cstrike\motd.txt

People told me to look in the dedicated server folder... thats why i couldnt find it.

If you run a dedicated server (you click dedicated server on the steam "game" menu) then its in your dedicated server/cstrike folder. If you run a listen server then its in counterstrike/cstrike.

You can also download HLDS from steampowered. Absolving any need to login into steam and using their game menu.
