This plugin makes use of a VScript trick which allows inputs sent to entities to be denied.

The use of Kill on players can be either by accident or intended for the Passing Survivors, a separate survivor team usually consisting of bots, which are seen in The Passing.
Unfortunately they commonly use !bill !zoey !francis !louis as targets, which can target actual players using the L4D1 characters.
An example of this is, well, in The Passing.

With this plugin, the InputKill (more commonly known as Kill) input should no longer remove clients (and survivor bots) from the server, whether they be infected or survivor, or even in the Passing team somehow. Does not try to stop the input from occurring on Passing Survivor bots.
However, this may cause the Passing bots to still persist if the input targets an actual player, as the input is denied, not reflected to the other Passing bots.

Unfortunately, the KillHierarchy input cannot be stopped with this method.
The KillHierarchy input is worse than Kill in that it will keep the player in-game, but in a limbo state.
But nobody can be that dumb to use it for players...
    Right?
    Right?

I've never tested that, but most likely no. The kicking method the game uses does not make use of the Kill input at all.
This plugin is made to stop erroneous Kill inputs from the map and/or other plugins/scripts from removing players.
It won't be able to block direct kicks or votekicks.
