the white oe the blue one ?

1. the blue one is made by a plugin.
2. the white one can be centred in the middle of the screen from your local settings (try to check in amxx.cfg or using cvarlist and cmdlist commands, if it's not handled client side of course).

idk, but it seems to be a client side one (cl_*). it's in the "game settings menu" (center players name or something like this).
