How to intercept say "voteban" and proceed on certain conditions, or deny?

What I tested, from console
say voteban
output:voteban

But when from trough in game chat
voteban
output:"voteban
I get extra quote " in my sArgs

Anyone else got this ? Game cs:s

From chat, this however will quote whole string

Yes, I have reported this weeks ago in irc, forgot to file a bug, someone said kyles is to blame for that.

good, I visit bug site to looking this and found it OnClientSayCommand function.
I assume it have looked also in Post mode
