Joining server sound

Under mani admin I was able to set it so that when a player joins the server they would hear a welcome sound.

How do I set this up under source?

Is this possible to have a sound start when just a admin joins? (not every body.)

Bigsplash - If you use Quake Sounds on your server, it does it.

bigk - There is a plugin somewhere roaming around in the Approved Plugins forum that does that.

I just cant think of the name of it.
