I need command that administrators can use to set mark on cheaters computer that he is unwanted player (in registry).
When players connect to the server this plug in will check if mark exist on his computer and ban him again if there is one. Only reinstall of OS and game will enable him to play again.

Seems like you are really tired on cheaters, but sorry i can't help you with the registry thing .. seems kinda hard imo

Its possible to mark something into HKEY_CURRENT_USER\Software\Valve and when player connects, server sees that and bans again.

It's impossible, but I'm surprised you would want to edit registries. You must be angry at your clients.
