Is it possible to get CPU Name?

I need a unique & global identifier like IP Address to identify players,
im using the ip address but it is not enough (if player is playing with his brother from network...it's clashes) so I though about CPU Name.

Basically i'm building anticheat so there is client side & server side so I can't use AUTH ID...

In short i can describe this problem in somthing like this:

Why can't you use AuthID? People can change their computer names anytime they want so it's not unique. Also, those "brothers" can't be using the same AuthID (aka SteamID).

you can't get anything than user ip or steam id if it's not stored in counter strike variables
