IMHO, there is no need for a plugin to do this since you can easily just place the sv_visiblemaxplayers cvar in a config file

This plugin serves no purpose.
Server owners can set the sv_visiblemaxplayers cvar, which is a lot easier than installing a plugin and setting a new cvar.
