1.You need to have website with fttp.
2.If you have website with fttp you need to add your cstrike to it.
3.And finally if you have fttp and already added your cstrike add these to you server.cfg
sv_downloadurl "your download site"
sv_allowupload 1
sv_allowdownload 1

example :
sv_downloadurl "http://hack-clanas.xz.lt/cstrike/"
sv_allowupload 1
sv_allowdownload 1
