fps in cs is mostly connected to the processor i belive. What do you have?
Or maby it's in software mod?

A long time ago, I had this kind of problem with a Half-Life. Any mod would sometimes slow down to like 10-20 fps, and occasionally it would go back up to 80-100. It would stay at 10-20 for minutes and then sometimes if I switched servers it went back to regular.

I don't remember if I ever fixed it (I'm thinking no), but reformatting did the trick for sure.

rename ur cstrike folder and then reinstall cs.
if that doesn't work, try reinstalling steam.

I had this problem for awhile. I kept searching and doing different things, until I installed a certain version of drivers for my laptop keyboard. I had to go to the HP site and find the drivers THEY recommended instead of getting them off of microsoft update.

So maybe you just need to find your manufacturer's recommended drivers?

Things that can mess with FPS:

1) Stuff running in the background -when I forget I have seti@home running, my FPS is in the toilet.
2) Spyware (see #1)
3) Anti-aliasing and anisotropic filtering.
4) Video card overheating.
5) Windows Vista -Vista hates CS, or so it seems. When I'm in Vista, everything feels ever so slightly "off." No idea why, it just feels that way. And I by no means have a slow computer, so it's not that my system can't handle Vista.

1. Processor & Memory
3. CS doesn't have that.
4. I've got a 2600 PRO ( Worse than XT @ games ), no problem.
5. Runs fine on my Vista. ( What's your base score? Running Aero? DreamScene + DreamScape? AMD? )

I don't trust ppl who say they've got good computers. At least not until they proove it.

Anti-aliasing and anisotropic filtering can be enabled through your video card's software, at least with nVidia. I have no idea about ATI though. And just because your video card doesn't overheat doesn't mean his isn't clogged full of dust and cat hair.

My Computer - Gigabyte P35-DS4, Intel E6750 Core2Duo, 4GB DDR2800, RAID, Vista Ultimate 64-bit, GF8800GTS. Base score in Vista is a 5.7 if I remember right...it's been forever since I rebooted into Vista though, since I mainly use XP Pro. Although, to be fair, most of my issues with Vista were a long time ago. But CS still feels "off" in Vista to me, and I still get random lag spikes that I don't get in XP.

Well proven. I can see Vista will run fine. May I tell you what a fine central processor unit you have got there.

I do experience some delay that is hardly noticable in vista in pretty much all games that are made before vista was. No effect on FPS though. ( except for DX10 games, way faster. )
And my video card is probably full of dust and cat hair.

There are options to enable AA/AS but i don't know if it will affect CS nor the desktop.

I have an 8800GTS, so my issues with Vista are not because my card isn't compatible. I don't have any problems with Call of Duty 4, for example. But for some reason CS just doesn't "feel" right. I have noticed times when my sound lags slightly behind what I see on the screen, and it seems like my shots just don't register like they should. I know you will say that isn't possible, but if what I'm seeing is just slightly off from where it should be, if you know what I'm trying to say, it would seem like that. I don't know, all I really know is I don't like playing CS in Vista. In fact, I dislike it so much I reinstalled XP Pro just to play CS. But then, if there's some weird glitch that only happens to one person on the planet, I'll be the one, so maybe it's just me. ;)
