You can use mp_humanteam ct or mp_humanteam t for that instead of a plugin

In teamjoincontrol.sp find on line 89

g_kv=CreateKeyValues("LockExpiration");

right after that add this

AutoExecConfig(true, "teamjoincontrol");

Save it, compile it and upload it to your plugins folder now cvars Work Again from cfg/sourcemod/teamjoincontrol.cfg it Work for me :-)
