I was wondering is there was a script that could exec a cvar if say only 4 people were on the server. I searched but couldn't quite find anything. I know it can't be hard i just don't know anything about amxx coding

Did you read what he said? He doesn't want to execute things on clients. He wants to execute a .cfg file based on player number.
