I just switched from the ancient 1.6.6d to the latest 1.8.4.
Since i used mp3s before i didnt change anything on the SND-LIST.CFG as there already was the 'sound/path/sound.mp3'-path.

But now it does not play any sounds anymore
The Plugin is working without any error (amxx list) and i am able to use the Ingame-Menus (/sounds).

Any hints ?

have you checked you logs? "amxx list" will not tell you if there are any errors.
when using "/sounds": are the keywords/sounds correct?

I checked the logs - there were no entries regarding sank sounds :/

Overall there are 114 different keywords - for a lot of keywords there are different sounds for the same keyword.

Well - all the keywords are displayed correctly - but there are no sounds playing using the keywords.

I have tested with your amxmodx version and your configs and i had no problem.
You know that "SND_MODE; 5" will only allow dead players to play a sound and only dead player may hear a sound

What kind of problem might cause this:

admin with "abcdefgijyqst" can play/hear sounds.
admin with "abcdefgijlyqrt" can't play/hear sounds.

i use:
@ab@bbye; sound/wrf/bbye.wav

admin with that config cannot hear sounds too? or do you mean just that those admins cannot play any sound?

make sure that "SND_MODE" is set to a value bigger than 0. it is not documented but having it set to 0 will disable everyone from playing and hearing anything

having your settings I was able play and hear my sounds.
1) is ADMINS_ONLY set to 1?
2) have you modified something in the plugin? (eg: ACCESS_ADMIN)

admin with "abcdefgijlyqrt" cannot play any sounds - no one can hear their sounds.
admin with "abcdefgijyqst" can play and hear sounds and everyone can hear those sounds from them.

snd_mode value is 31
admins_only is set to 0
i didn't modified anything in the plugin.

I need more info because I cannot reproduce your error.
1) Do those admins with "l" hear their own sounds?
2) Is it possible that another plugin is interfearing? (Have you tried to disable other plugins)
3) Could you post more of your config file or have you tried with just one sound?
4) what mod?

I'm having some issues lately. I'm trying to add 4 new sounds, yet for some reason only one of them is working and getting precached in-game. The config file is the same for all of them and the sounds are in the appropriate folder. Any idea why it's doing this?

are there any errors in your logs?
can you play your sound using:
"spk <YOUR_SOUND>" for wavs or "mp3 play <YOUR_SOUND>" for mp3s. If not then your soundfile is not valid for HL.
