What exactly does "(pev(id,pev_button) & IN_JUMP)" mean? I don't understand the syntax of that statement. I understand the returned pev data, but not the & IN_JUMP constant part...

If they are currently in the process of jumping, it will return true (or will execute the code you know..)

I understand the use of it, but not the syntax. Why is it set up as "(pev(id,pev_button) & IN_JUMP)"?

The "&" is a bitwise AND. pev returns an integer, IN_JUMP is also an integer. The & returns any bits that are on in both integers.
Example
1110 = 14
1011 = 11
-------------------
1010 = 14 & 11 = 10
See the result is a binary number that only has a 1 wherever both numbers had a 1.

Lets imagine that pev (in binary) returns this:
10101010101010000101111101011 = pev
00000000000000000100000000000 = IN_JUMP
The result would be
00000000000000000100000000000 = pev & IN_JUMP
because it's not ALL zeros it evaluates as true.

If pev had returned:
10101010101010000001111101011 = pev
00000000000000000100000000000 = IN_JUMP
The result would be
00000000000000000000000000000 = pev & IN_JUMP
All zeros means it's false.
