I think you are asking this question:
Does the wallshot_maxkills cvar specify how many through-the-wall kills must be done within the time limit specified in wallshot_refreshtime in order to be kicked?

If that's your question, the answer is yes.

this cvar wallshot_refreshtime= is the rate in seconds to check if the player have more than "x kill trough-the wall-" ???? this i don't uderstand

Let me attempt an explanation.

My version of the plugin will check every X seconds if Y through-the-wall kills have been done by a client.

X = wallshot_refreshtime
Y = wallshot_maxkills

So...
By default, if Y is 5 or more within the default 10.0 second time limit, the player will be kicked.

and if set x =3 and y=2 the plugin check every 3 seconds if player have benn made 2 through-the-wall kills ! but if i kill an player trough wall and 20 seconds later another will kick me??? because i made 2 kills... :-?

No...

Let's start again.

X = wallshot_refreshtime
Y = wallshot_maxkills

Let's say X = 5.0 seconds, Y = 2 kills.

Every 5.0 seconds, the client's counter of thru-wall kills will be reset to 0.

If the client gets 2 thru-wall kills in 5.0 seconds or less, he will be kicked. If it takes him 6.0 seconds, then his kills will have been reset to 0 by the time 5.0 seconds has passed, so he will not be kicked.

stupok69: Why are you using tasks to reset the count.
Just use get_systime();
