Can you recommend any code cleanup or feature enhancement for this plugin?

I'm in the process of cleaning up Halloween plugins in preparation for Scream Fortress. This plugin works just fine as-is. However, it's very old code which made code cleanup difficult for me. If you have tips for code cleanup or feature ideas I'd love to hear them. I'm eager to learn.

Note: Credit for the plugin goes to leonardo who made the original plugin. All I did was make it stable to prevent crashes and added spells for the player to cast while playing as Monoculus.

Current plugin functionality:
Target player becomes Monoculus the TF2 Eye Boss. Changes to gray team and can attack players on RED and BLU team. Player has the Monoculus model. Removes all weapons and uses eye rockets and spells to attack. Can cast unlimited meteor and lightning spells.

Desired Feature Enhancement:
Monoculus model animation improvement. Have it do a better job of the eye facing where the player is looking. If possible have the eye blink occasionally. If possible have the eye become bloodshot depending on amount of health left or damage done. Maybe add mechanism to allow variable strength of Monoculus (health and attack damage).

Installation:
Place tf2betheeye.txt file in your /sourcemod/gamedata/ folder
Place tf2betheeye.smx file in your /sourcemod/plugins/ folder
Change map
