If the server fails to conenct to steam, for example when steam goes down (it is not that rare) or when the server has a invalid game token the server will not authenticate SteamIDs, if your permission are only set to the STeamID, no player will have any admin privilege.

For this instance, you can set the password so you could still have admin privileges
