With all the different kind of plugins out there, and all the things that could eventually be done with them, I'd say good luck on getting people to submit their plugins to your service / tool.

There has been several things, e.g. Mitch's translator on
http://translator.mitchdempsey.com/ and various other things. They might be used a little bit, but I believe that they usually won't be as much as you hope for, etc.
I won't stop you from going further though, and if you have plenty of time, I suggest you start right away.
With limited time available, I would more likely suggest you to prioritize your time on what the whole community may benefit most from (e.g. in terms of useful server plugins, etc.)

It could also make it a lot easier to debug things as we already know which plugins are installed on their servers by default so we could also build functionality to allow the people to click a button or input a command and send a link or something to us with full server information? With that thing added as well, I more likely suggest some official AlliedModders thing being made, so servers are reporting back which plugins they use, and where MetaMod/SourceMod gives an unique server ID (e.g. based on various factors; Public GSLT SteamID, IP/port, etc.), that people can link to, which plugin list and other information about the server (obviously without any sensitive stuff like rcon_password, sv_setsteamaccount, etc.)
An option that for privacy freaks to turn off this "survey collecting mechanism", e.g. in core.cfg would be essential. It could however indicate that it may end up with limited to no support if disabled, and all such things.
That thing together with a re-developed plugin submission system on AlliedModders (eventually with support for the larger services like GitLab, Bitbucket and GitHub) could in the end do much.
Question is just, what and how much, would you (and other server operators) be ready to "feed" back?

I doubt that a such "Plugin Center" would be well-used, unless it is made (as a part of) the "official" AlliedModders way for distributing plugins, etc.
