Like in CS GO , When a server starts it has Bots which are replaced by players when they enter the server .

Is it possible we have something like this for cs1.6?

You don't need a plugin for that just use podbot.

I need bots for CSS Maps ... Podbot doesn't support it .. And it does not kick bots automatically when players join

It supports all the maps. You just have to create waypoints for it.
As for kicking, configure the bots somewhere in config files.

I tried to create waypoints but when i tried opening "pb menu" it said unknown command pb

install on listen server "Program Files\Steam\steamapps\common\Half-Life\cstrike" for "pb menu" to work, and to make way-points "pb wpmenu" also must be done on a listen server.
