Are there any plugins that bring up the server message of the day on csgo that pops up when you join a server with the executing of a command in chat? For example: !motd will bring up the server message of the day.

That's a more simple version of what arne suggested above.

In CS:GO there is no way of visually bringing up the actual MOTD window after the player has dismissed it.

You can just copy your MOTD to a Website and open that with Webshortcuts as suggested above?
