tank collision is fucked and i havent figured out how to solve it

its named utils because its an extension on my include which is named utils which yes its a dumb name

Nice work. Go with AnimUtils or ModelUtils if you feel like you can rename it (even though it has FireBullets, it's probably fine).

The lilchewchew plugin you posted doesn't seem to use any of the utils natives, though (unless you added CBasePlayer.SetSequence and didn't update yet)

m_vecMaxs and m_vecMins might help with collision.
