Blocking text from being sent or seen by a person.

How would I go about blocking certain text (a command more-so) that someone sends that goes to all players, but block it on one person's screen if they have a certain nickname, or SteamID?
I've tried multiple loops of the players, etc. and it works fine when I try sending out a command from the type of player being blocked. For example, if I want it to where somebody says "/password" then everyone but somebody with the nick "Player" can see it.
What I'm trying to do is a bit more complicated and involves mySQL databases, etc. but I can get it to not-send when I try the command as the person being blocked, but when I'm being blocked, and somebody ELSE sends the command, I see it, when I'm not suppose to.
So, let's say I'm the bad person.
I try to say "/password" and it's a nogo. Perfect.
I'm not suppose to see "/password" being said anywhere in chat, console, etc. It's not even suppose to show up on my screen.
Yet Bob here, he says "/password" in chat, and I see it.
Any ideas or some sample code that would help? I've tried looping through players and in the loop checking if they should see the 'client_print' and like I said, sending is fine to where the bad person can NOT send, but can still see when someone ELSE says it.
