With payd website IP:

L 09/01/2015 - 01:28:33: [AMXX] Plugin says: Access denied for user 'USER'@'IP'(using password: YES)
L 09/01/2015 - 01:28:33: [AMXX] Run time error 1 (plugin "shop.amxx") - forced exit

Is MYSQL server installed in the same machine as your game server?
You can also try : 127.0.0.1

Its not in the same machine, is that a problem?

I got a website host for the MYSQL in the plugin..

Make sure the website allows Remote Data base access.
