writes an error, but there is no error,everything is working

First great Plugin AbNer :-)

but i have a Problem. as soon as the end of the round it falters shortly, or there is a delay. it does not always occur, but sometimes. have any a idea ?

If you are using res_play_to_the_end 1 the round end delay will be based in the sound lenght, use res_play_to_the_end 0 to have the same round restart delay every round.

At the beginning of map, playing track duration of 0.5-1 seconds. How do I stop?

I rephrase the question. If I should "res_rounddraw_play 1" why the sound of duration 0.5-1 seconds? With its cuts? quake sounds? Or the server settings?

When res_rounddraw_play is 1 or 2, the sounds are played when a round ends without a winner, what I suppose that happens in the beginning of map, are you using res_play_to_the_end 1?
