It would probably be possible, but only for one player at a time.

Not really, something that is displayed to all player across the screen, no matter where you are.
Like the horsemann's HP.

The logic for this plugin would probably be pretty close to how Horsemann Health Bar already works, but with the Horsemann Spawn trigger replaced with some way of attaching it to a player.
