27015 is the standart port for hlds, so if you don't set it in the commandline it starts automatically on this port.

I tested everything but i am getting error all time :/

To confirm your guess that the port is blocked by something else.

Little strange but when i start server without +ip command it show ip: 5.231.44.65

And when i type

It prints out the list of the (apps?) what are running and more information.
