Can't Join My Own Dedicated Server.

Hello guys, need some help here badly..
The problem is that I have created a Counter-Strike Dedicated server to play with my friends as my Exams are over now :p
but i am unable to see it online......... I can connect to my own server by using internal ip address but cannot add my server in Favourites Tab by using my external ip!! Please help guys !!
I have Windows 7 , NO ROUTER And FIREWALL IS TURNED OFF !!

Can your friends access the server using the external IP?

NO they can't!!
Even i can't join it by using my External IP ADDRESS!! Can't even add it in GAMETRACKER.com

Make sure you have port forwarded correctly.

open your ports in your router, if you don't know how search "ports forwarding" in the net.

Bro i have clearly written that iI DO NOT HAVE A ROUTER .. no need to port forward !!

give more datails: where your computer is located, within a LAN ?

Are you using SteamCMD to setup your server?

If you have no Router, then your Internal IP is the same as your External IP. Are you sure you know what you are talking about?

I dont have a static IP so my external ip changes every 2 days !!
My isp has given me a username and password and i use a broadband connection (PPPoE) to connect to the internet!!
about 5 months back my dedicated server worked fine for all my friends but i haven't played cs for a while now and now i am having this problem!! i don't have anyproblem with my CS because it is the same version of CS that i used before !! i want to ask whether WINDOWS 7 has anything to do with it !! because in these 5 months i have changed my PC and WINDOWS(previously i was using windows xp)...
please note that my Firewall is completely turned off!! what could be the cause !! what should i try ??? A New CS ??
