Exec Config After WFP

To get straight to the point, I'm looking for a plugin that will execute a specified config after the 'Waiting For Players' is over, or just 30 seconds after the server has rebooted/changed maps. I know about autoexec and server.cfg, but that's not what I need for this. I've tried quite a few plugins, but they seemed to have not work, or just repeatedly execute the config (which I don't want unless the server map changes or something).

Hopefully someone can help with this?

EDIT: Forgot to mention, this is for TF2.

I've been trying to find this out and you have shown me how it was done in just 4 lines of code. Words can not describe how oblivious I am, kill me.
