You need to give your donators access to those commands in your overrides.

Is there any way to change this plugin to be able to be for Vips instead of Donators? like having !vip / vip.cfg ,etc. I tried but I miserably failed .

Should be able to change this line to:

	RegAdminCmd("sm_vip", Command_DonorMenu, ADMFLAG_KICK, "Display the Donor menu.");

Thanks man! With a bit more of investigation I was able to make the vip and the donator different Status plugins!
